BOB KELLEHER'S VISION:

Bob Kelleher's vision is to restore voter trust in government whose task it is to serve and protect, not only from foreign threats, but from internal ones as well. One thing we must remember is that government cannot exist without a middle class. We as a nation cannot survive as a nation of lords and serfs.

The US Senate Finance Committee Chair (Max Baucus) not only failed to respond to the mortgage foreclosure crisis. He refused to cap gasoline and food prices - a routine measure in time of war. Kelleher will prepare retroactive-to-January 1, 2006 price control legislation before taking the oath of office in January.

FAMILY:

Bob Opposes "No-Fault" Divorce

  • Bob asked the State Bar Association in 2006 to request the Legislature abolish no-fault divorce.
  • Bob supports marriage preparation classes to include finances, health, communication, etc., administered by appropriate professionals, including clergy.
  • Bob asks, are increased female teenage suicides the result of increased internet sex shows which convince young females they are only "property" and not fully as human as boys. Bob believes laws censoring sex shows demeaning to females can be enacted that pass constitutional muster.

Bob is PRO-LIFE, i.e., from Conception 'til Natural Death

  • Bob is Pro-life. Elected in 1972 from Yellowstone County, Bob tried to outlaw abortion in Montana's Constitution. Further, Bob says "assisted suicide" is murder.

Parents have ultimate choice in their children's schooling

  • Bob recognizes the rights of parents to send their children to schools of their choice, including Charter Schools' and the right to home school their children.

FULL EMPLOYMENT LAW:

  • The FULL EMPLOYMENT LAW calls for mandatory service for healthy males and females 18 to 23 who can opt for (1) service in the Civilian Conservation corps re-building our infrastructure, e.g., our bridges, schools, sewer systems and public buildings or Peace Corps, America Corps or other public service or (2) two to six years of active or reserve military service. College and graduate students would serve this duty after completing their formal education.

EQUALITY:

  • Women: The US Census Bureau reports Montana women are the lowest paid in the U.S., making 67 cents for every dollar a man makes - less than women make in Louisiana and Mississippi, former slave states. Even women working in the State Government earn a thousand dollars less per year than a man doing the same work.
  • While working as a attorney in the Criminal Division of the U.S. Department of Justice, Kelleher refused to prosecute, (under the Smith and Vorhees Acts which were later found unconstitutional), Gays working in the Federal Government. In the 1972 Montana Constitutional Convention, Bob tried to outlaw discrimination against Gays.
  • Because the Government cannot establish a State religion, the courts - the third branch of Government - have no constitutional jurisdiction to force a clergyperson to marry two people of the same sex. Marriage is a sacrament, and ergo beyond the reach of the civil law.

ENERGY:

ATTN: Farmers & Ranchers

  • As lawyer for the AFL-CIO Bob urged an ICC Hearing Examiner in Billings to disapprove merger of the Northern Pacific and Burlington Railroads. Bob argued the merger would create a monopoly (i) ending local rail "short haul" freight service, (ii) transferring rail freight to thousands of heavy, greenhouse gas producing semi-trucks which are hard on our highways and an increased risk to lighter vehicles, and (iii) ending Milwaukee Road rail passenger service in southern Montana. In 1980 Gov. Tom Judge succeeded in getting a substantial federal loan through the Carter White House so favorable to Montana the state legislature could have bought the entire Milwaukee Road including all rolling stock, round houses, locomotives, and allied equipment for $16,000,000. Fearful of being called "socialists" if they endorsed state ownership of a railroad, Democrat Ted Schwinden and Republican Jack Ramirez agreed to abandon the Milwaukee ending rail passenger service in southern Montana. The two gubernatorial candidates agreed on every other "issue"; such as the 10% tax surcharge and Colstrip, leading the Billings Gazette reporter covering the debate to observe the "major difference between the two candidates was during the debate Jack stood up while Ted sat down and sipped on a can of Seven Up".
  • KELLEHER'S ENERGY / TRANSPORTATION POLICY calls for the implementation of two major transportation initiatives: (1) Mont Rail and (2) Mont Marine. Mont Rail which will be owned by the people of Montana so the Feds can't tax it (Bob doesn't trust the Feds, they long ago wiped out southern Montana Passenger Rail service)! Mont Rail's two passenger trains and two (or more) freight trains will replace the need for hundreds of semi trucks as well as many passenger vehicles on our highways. Mont Marine, flying the Montana flag, will consist of two (or more) Panama Canal capable ocean going vessels capable of carrying grain and frozen meat products from Montana to the Orient or Africa. In each country where Mont Marine does business, Montana will permanently own Montana flagged port facilities, (per U.S. Constitution Article I, Sec. 10 Treaty Provision). Each facility, where we fly the Montana Flag and have perpetual title, will be large enough to contain our own grain elevators, freezer units, docking facilities, repair shops, maritime repair engineer and administrative residences, jail, police officers, sheriff and a magistrate with authority to enforce Montana civil and criminal law. (In effect, each such Montana facility has the rights of a foreign embassy.) In this way Montana avoids the monopoly of the Big Five Grain Cartel. Further, Montana can help forestall starvation caused civil wars resulting from emergency grain shortages.
  • A federal aeronautical engineer has demonstrated at a Colorado proving facility that a 160mhp train could travel directly from downtown Billings to downtown Denver taking only an hour longer than a plane flying from Billings Logan Field to DIA outside of Denver. In both France and Japan high speed rail takes people quickly from city to city reducing demands on airports and highways, and reducing greenhouse gas emissions. Kelleher favors such projects.

HEALTHCARE:

  • Universal access to healthcare. Administered by the State of Montana and funded by the Federal Government. Develop programs similar to "Healthcare for the Homeless" for the neediest in Montana. (Health Care for the Homeless provides health-related services, education and advocacy to reduce the incidence and cost burdens of homelessness on local communities and their hospitals.
  • By terminating the Iraq war, we will make available 9 billion dollars a month, part of which can be used to promote cancer and other healthcare research and education. Breast cancer has increased 80% since the 1970's (The Actuary…Nov. 2007).

IMMIGRATION SOLUTIONS

  • There are an estimated twelve million undocumented Mexicans in the U.S. Substantial data indicates there were no problems until we passed the 50% point or six million. Data also indicates that six million immigrants are here because of faulty US agricultural policies. There is a solution to this problem.

Bob's PEACE PLAN

  • Accept Iraqi Prime Minister's Nuri al-Malachi's offer to let us leave Iraq by December 31, 2008. All U.S. troops out by Feb. 1, 2009!
  • Repeal Baucus' Bill borrowing money to keep the Iraqi war going into 2009 and perhaps beyond.
