Ad astra - Kelleher Sends His Thanks and Looks Forward to
More Success in the Future.

36 years after
Montana’s Constitutional Convention where I proposed a one house parliament for
the state of Montana, it is very rewarding to realize that 128,762 Montana
voters are willing to accept the wise opinion of LBJ’s Viet Nam War Press Secretary
(George A. Reedy, Twilight of the
Presidency, p. 184), that America cannot survive without a U.S. Parliament,
but that a Parliament can’t happen without a revolution.
I believe we can
have a revolution without violence.What
I have proposed is a two house U.S. Parliament where the Speaker of the House
of Representatives is the nation’s Chief of
Government and members of the Majority Party or Ruling Coalition in the US
Senate and US House of Representatives can double as cabinet officers,
department heads and deputy department heads, as well as official advisers to
the Speaker of the House.The Chief of
Government is not Commander in Chief -- that task falls to the Cabinet,
all of whom are elected officials.In
this form of government everyone making decisions is elected by the people.
The day to day
operation of each department of government will be managed by a Permanent
Undersecretary (a civil servant), who cannot be removed from office except by a
vote of the Civil Service Commission for malfeasance in office, with right of
appeal through the federal court system.
The President would
be elected by popular vote of the people every 8 years and would be responsible
for receiving and entertaining heads of state, foreign ambassadors and
dignitaries.The Electoral College would
be abolished.
